How can we help Africa if it won't help itself?

I know two people who have lived for decades in different parts of Africa. They both conclude that it is a basket case with no sign of improvement given tribal values, lack of industriousness, personal integrity and of course a high birth rate. Sounds harsh, but it was pointed out to me that other third world areas are advancing economically, their people are more successful in integrating and succeeding legitimately in the West and countries like Ghana which is peaceful only serve to highlight the situation. That certainly leaves me with no answers.
